3 important issues related to 3GPP way of working 1. 3GPP develops specification , not standards 3GPP focus around it self enginners who are creating specification based on newest technological achievemens , then 3GPP forward to other standarization organization (SSO - Standards Setting Organizations ) . At the end SSO creates standard.

The activity of the organization is fully depend of 3GPP members . Members are selected from company which are cooperate with 3GPP. 3. Work in 3GPP Works in 3GPP are equally distributed between members and are subject to comprehensive review . Complexity of systems under which organization 3GPP is working it requires to build specialized branches . 3GPP consists of 16 working groups , additionaly inside 3GPP are 3 working groups manage specifications ( TSG ) . Main responsibility of TSG is decision making within 3GPP.

1st 5G Base Station in Europe - Deutche Telecom - 3,7GHz 5G is not yet ready , but 3GPP New Radio is now almost ready. Of couse manufactures of base stations and terminals can't wait for finalizing works under standardization . Therefore engineers since long time works under new technology.
